About this CIP Budget

The CIP plan covers a 6-year horizon (FY27–FY32). Only FY27 appropriations are shown here — projects will seek future funding in subsequent budgets.
The county-funded portion ($371.0M) is primarily financed through general obligation bonds, which are repaid from property tax revenues over 20–30 years. Bond financing jumped significantly in FY27 — connecting directly to this CIP expansion.
35.3% of the CIP ($246.2M) comes from Grant Revenue — federal and state grants that don't require county repayment. Losing any of these grants (e.g., FEMA, federal highway funds) would directly reduce capital capacity.
⚠ Cost watch — CBS-3206 (Central Maui WWRF, $95M): The FY27 appropriation funds just one year of a multi-year project. DEM Director Agawa testified in April 2026 that the total cost has escalated from $130.6M (the February 2026 Final EIS planning-level estimate, based on 2022 conceptual figures without geotechnical data) to $298M–$420M. The 9% sewer rate hike proposed for FY27 (+$11.35/month for single-family households at maximum usage) is directly tied to this project's financing. Construction is planned for 2027–2029; facility operational late 2029.
West Maui district CIP totals $99.3M (the full district allocation). Of that, $93.3M (13.4% of total CIP) is directly Lahaina/wildfire-recovery-tagged: West Maui Senior Center ($27.1M, 100% FEMA Public Assistance), West Maui Reliable Capacity water project ($39.5M), Lahaina Water Infrastructure Hazard Mitigation ($18.4M), Lahaina Aquatic Center Rehabilitation ($5.0M), West Maui Recycling Infrastructure ($2.2M), and New Lahaina Community Center design phase ($1.2M). The remaining $6.0M covers non-fire West Maui projects: sewer rehabilitation, land development, transit center, and Olowalu Fire Station.
